The purpose of this market position statement is to outline the supply and demand for adult Social Care Services for adults with lifelong disabilities in West Sussex provided by the Council and the independent sector. Lifelong disabilities include adults who may have a learning disability, physical or sensory impairment or acquired brain injury and autistic adults who do not have any other co morbidity. Where individuals with autism also have a severe mental illness, their care will usually fall within the scope of Adult Mental Health Services.

This market position statement is designed to highlight opportunities for the care market and provides relevant information to inform market development and commissioning plans from 2025 based on current knowledge.

It has been developed in partnership with the learning disability and autism partnership boards, the lifelong services provider forum and local professionals working in health and social care.

It is an iterative document, which will be refreshed on a regular basis as further understanding and intelligence becomes available and to ensure the inclusion of future plans and developments in the market and our directly provided services.

In addition, real time data and information will also be supplied to and discussed with the market on a regular basis through the provider engagement arrangements which are outlined in 5.4.

This statement does not apply to older adults, extra care housing or adults of a working age with mental ill health. These needs are covered by separate market position statements which can be found on the Market Position Statements page of the West Sussex County Council website.
